Grayling Township Planning Commission

March 28, 2006 Minutes

1. The meeting was called to order by Chairman Jansen at 7:00, followed by the Pledge of Allegiance.

3. Roll Call: Jansen, Long, DiPonio, Cox, Hood-all present.

4. Motion by Long, supported by DiPonio to approve the minutes of December 8, 2005. Motion passed unanimously.

5. Mrs. Noffsinger addressed her concerns about the retention basin at the rear of the DuBois Lumber facility. She reiterated her objection to a residential lot supporting a commercial business and wondered if it was necessary. She also expressed concerns about it setting a precedence, it being a safety issue and its unsightliness.

Several suggestions were made to help relieve her concerns, however this Board does not have the authority to alter an approved Site Plan. If both parties can agree on a solution they can come back to the Planning Commission to amend the plan.

6. A Proposed rezoning the Township Compactor property from DD to C-2. Chairman Jansen questioned if this needs to have a Public Hearing? Supervisor Wright indicated the change wasn't caught when the facility was constructed and will set a Public Hearing to address the change.

B. Differentiate and define requirements for the keeping of larger animals other than horses in RE The Board instructed the Supervisor to draft language for consideration.

7. Request to waive PC site plan review for the Crawford County Animal Shelter. Chairman Jansen suggested we could waive the fee but not the review process. Long thought we shouldn't waive the fee and agreed that we should review the site plan,

8. Supervisor Wright indicated the Township has a copy of the South Branch Township and Beaver Creek Township Master Plans. He also commented that the 45 day time frame for comments has come and gone.

9. On the topic of whether the Township should allow the County and the MDNR to , do all our planning and zoning under a proposed consolidation of all county master plans, Hood remarked that that would erode and possibly eliminate our local control. She also asked who would pay for plan review? Jansen and others indicated they would never vote for this. The Township will set a meeting on a Monday with the City of Grayling in the hopes that they will attend.

12. Motion by Hood, supported by Cox to adjourn at 8:00 passed unanimously.
