SPECIAL MEETING DECEMBER 2, 2008 - 10:00 A.M. MEMBERS PRESENT: Monica Ashton, Duane Brooks, Shawn Kraycs, Dennis Long, Linda Munsey, Cindy Olson, Terry Wright. MEMBERS ABSENT: None OTHERS PRESENT: Bob Dixon, Lacey Stephan III, Dave Stephenson, Bob McIntosh, Dennis Wallace. Supervisor Wright called the meeting to order at 10:00 a.m. AGENDA 1. Grayling City/Township Fire Department Mutual Fire Protection Agreement 2. Authorization to change health insurance agent with Blue Cross. The two newly elected trustees, Linda Munsey and Duane Brooks, were welcomed by the Board. Dave Stephenson, Dennis Wallace, Bob McIntosh, and John Jones (not present), who volunteered for a citizens advisory committee to encourage a resolution to the City/Township Fire Department issues were present to report their findings. Stephenson said the committee had met separately with the City Manager, the Township Supervisor and some Township Board members, and The City Council. Findings: No one wants two separate fire departments. A five member joint administrative board for the City/Township Fire Department can be set up under P.A. 33 Sec. 41.811. There would be no fire department members on this board and the Fire Chief would report to the board. Opinion: Do not sign the 10 year contract. Sign a one or two year contract to allow time for set up of administrative board. Do not drop the lawsuit but ask the court to post-pone it. 1. Motion by Long, second by Kraycs, to sign and return the October 1, 2008 Mutual Fire Protection Agreement to the City Council with the following changes. Page 1. Omit the second “whereas” paragraph. Page 2B-1 Meet semi-annually or more often if interest exists by either party. Page 3 2-B Strike 2009 and insert “for the duration of the contract percentage is 60% Township and 40% city. Page 3 2-C Omit Page 3 3 Strike ten (10) years and replace with two (2) years effective at signing. If these changes and working toward a joint administrative board are agreed to by both parties the township will terminate the current legal action. Long, aye; Kraycs, aye; Brooks, aye; Munsey, aye; Olson, aye; Ashton, aye; Wright, aye. Nays, none. Motion carried. 2. Motion by long, second by Kraycs, to allow Olson to abstain from action on health care agent. Ayes, 6; Nays, none; Abstain, one. Motion carried. 3. Motion by Kraycs, second by Brooks, to authorize the change of our local Blue Cross/Blue Shield representative to Farm Bureau Insurance Co with Herb Olson as agent for the purpose of exploring cost savings that will not decrease current employee benefit levels, but decrease premiums. This decision is based on current agent inattentiveness. 4. Motion by Olson, second by Ashton, to adjourn (11:40 a.m.) All ayes, motion carried. Monica Ashton, C.M.C.
