CHARTER TOWNSHIP OF GRAYLING

BOARD OF TRUSTEES SPECIAL MEETING
July 19, 2007 - 4:30 p.m.

Members Present: Dennis Long, Monica Ashton, Cynthia Olson, Terry Wright.

Members Absent: Shawn Kraycs.

Others Present: Richard Jaskowski, Township Attorney.

Supervisor Wright called the meeting to order at 4: 30 p.m. The purpose of the meeting is to discuss the Grayling City/Township Fire Dept Mutual Fire Protection Agreement. Last agreement expired 6-30-07.

Prior to taking up business the Supervisor announced that he had received confirmation today that as of July 11, 2007 Grayling Township was approved as a Charter Township and will now be known as the Charter Township of Grayling.

Discussion that there has been no response from the City of Grayling regarding Grayling Township’s last proposal for changes to the Mutual Fire Protection Agreement made June 28, 2007.

E-Mail received from City Clerk that Fire Dept Committee meeting scheduled for July 17, 2007 has been rescheduled to July 31, 2007.

Jaskowski recommendeds that Township Fire Committee members should attend meeting, even absent a signed Mutual Fire Protection Agreement.

Discussion turned to Township’s quarterly contribution to the Fire Dept expenses. The Township adopted a budget, in anticipation of a signed agreement, which allocated funds to pay 60% of the Fire Dept Budgeted non-capital expenses.

Board members unanimously agreed that even though we are not obligated to pay in the absense of a signed agreement, it would not be good for the community. The Township does not wish to dissolve the Fire Dept and encourages the City to resume negotiations.

Motion by Long, second by Olson, to authorized payment of 50% of the budgeted 60% for the July quarter and hold the remaining 10% in escrow until a Mutual Fire Protection Agreement has been signed. Ayes; four, Absent; one, Nays; none. Motion carried.

Supervisor is authorized to write letter with payment explaining the townships position and urging the city to resume negotiations

Consensus that the Supervisor may request the presence of the Township Attorney at meetings or conferences regarding the Fire Dept. until we are comfortable that a contract has been negotiated.

Motion to adjourn, carried. Ayes; four, Absent; one. Nays; none. (5:08p.m.)
