Charter Twp of Grayling Special Meeting Members Present: Dennis Long, Cindy Olson, Monica Ashton, Terry Wright. Members Absent: Shawn Kraycs, two vacant seats. Others Present: John Wotring, Billie Squanda, Jim Hough. Supervisor called the meeting to order at 6:00 p.m. The purpose of the meeting is open discussion regarding the increasing cost of trash collection and recycling and options for future financing and cost containment. Supervisor noted that the $60.00 charge for compactor decals is not keeping up with the expense of running the compactor station and recycling center. Ashton noted that the Grayling Township General Fund is subsidizing the Compactor/Recycling Center expenses by an average of 50% per year. Olson has looked into rates from another local hauler whose rates are similar but there is not fuel or environmental charge. (We are currently being charged approximately $1,000.00 per month in fuel and environmental fees.) Discussion of discontinuing the decal sales and creating a Special Assessment District to assess all improved residential parcels $45.00 per year. Billie Squanda noted that the costs should be shared by all improved properties. Ashton noted that $45.00 per year would not cover the shortfall. Long noted that the facility would need to be open more hours per week. Need to be open on Sundays. Will need more employees if open more days per week. Another option is a millage, which would assess all properties. Long noted vendors are available to sort recyclables. Wright, Olson and Wotring volunteered to work on a business plan to address future costs and possible solutions to financing. The report will be presented at the December regular meeting. Consensus that a Special Assessment District is the probable choice at this point. Motion by Olson, second by Long, to adjourn at 6:53 p.m. Ayes, four; Nays, none; Absent, one, two vacant positions.
