CHARTER TOWNSHIP OF GRAYLING
REGULAR MEETING
SEPTEMBER 18, 2007
Members Present: Dennis Long, Shawn Kraycs, Cynthia Olson, Monica Ashton, Terry Wright.
Members Absent: Two vacant positions.
Others Present: Steve Eddy, Curt Jansen.
Supervisor Wright called the meeting to order at 7:00 p.m.
Invocation and Pledge of Allegiance.
1. Correspondence: (No action required) A. E-911 Report for August. B. Recycling Report for August. C. Ordinance Enforcement Report for August. D. Building permit List for August.
2. Motion by Long, second by Olson, to approve the minutes of August 8, 2007, as presented. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried.
3. Motion by Kraycs, second by Olson, to approve minutes of September 4, 2007 Special Meeting as presented. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried.
4. Treasurer’s Report for August was distributed and placed on file.
5. Motion by Long, second by Kraycs, to accept the recommendations of the Grayling Township Planning Commission and the Crawford County Planning Commission and re-zone from Planned Industrial and Planned Commercial to a Planned Unit Development (P.U.D.) the following described property: All state-owned property in Town 26 North, Range 3 West, Sections 20,29,32 & 33. Approximately 1800 acres.
Vote: Ayes, five; Nays, none; Absent, two vacant positions. Motion carried. (Ref: Grayling Township Planning Comm. Case #07-01 PUD) To be known as Grayling Township Zoning Ordinance 2007-02. (See attachment “A”)
6. Motion by Long, second by Kraycs, to authorize Grayling Township elected and appointed officials, employees and their spouses to attend the 2nd Annual Government Forum on October 22, 2007 at Grayling High School. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried.
7. Motion by Long, second by Olson, to deny the request from the Crawford AuSable School District for a contribution of $5,000.00 towards repair of their tennis courts due to lack of available funds, now or in the near future. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried. Note: It was questioned whether this would be a legitimate expense as the high school is not within Grayling Township limits.
8. Motion by Long, second by Ashton, to authorize Supervisor to sign agreement with Crawford County to pay $8,668.00 from the 2007-08 Budget to Crawford County to offset the costs of providing law enforcement coverage on our lakes and rivers and in law enforcement efforts designed to curtail the illegal drug activity within the county. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried. (See attachment “B”)
9. Motion by Long, second by Olson, to re-affirm the Board’s May 9, 2007 recommendation to the Michigan Liquor Control Commission stating that the request from Curtis W. Jansen for a Class C Liquor License with Sunday sales and Dance permit to be located at 95 North Old US-27, Grayling, MI. 49738 (Property Code 20-040-41-006-02-060-01) be considered for approval “above all others” and the application be recommended for issuance. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried.
10. Motion by Kraycs, second by Long, to increase the fee for 2008 trash compactor decals to $60.00 beginning October 1, 2007. Ayes, five; Nays, none; Absent, two vacant positions. Motion carried.
11. Supervisor presented other items for discussion: Par Plan summary of insurance coverage for 2007-08. Letter from Alexandra K. Tyron-Hopko. Letter from AuSable Youth Services Bureau.
12. Consensus to hold a special meeting beginning at 6:00 p.m. on Tuesday, October 16, 2007, for the purpose of discussing alternatives to decal sales for compactor use, including a possible Special Assessment.
13. Motion by Ashton, second by Olson, to approve payment of claims on vouchers 5692,5706-5708, 5745 through 5785, Board and Comm. fees of $335.00 for a grand total of $70,894.00. Ayes, five; Nays, none, Absent, two vacant positions. Motion carried.
14. Motion to adjourn by Olson, carried. Ayes, five Nays, none; Absent, two vacant positions. Motion carried.
