GTB Budget Hearing Special Meeting 6/27/07 Members Present: Dennis Long, Shawn Kraycs, Monica Ashton, Terry Wright Members Absent: Ruth O’Mara Others Present: Cynthia Olson, Deputy Treasurer. Supervisor opened the Public Hearing for the 2007-080 General Fund, Township Improvement and Liquor Funds. No citizens other than Grayling Township Board Members and staff were present for comment. Board proceeded through the proposed budgets by line item adjusting the following areas: GENERAL FUND REVENUES: Licenses & Permits decrease from $150,500 to $97,000 RDA Fire Dept Cap Imp Loan for $500,000 was postponed indefinitely Interest on Investments was increased from $13,000 to $25,000 Transfers from Twp Imp Fund was increased from zero to $19,578. EXPENDITURES: Approved 2% salary increases across the board for employees and elected officials. Fringe Benefits were increased by $4500. S.T.I.N.G. and River Patrol contributions were added pending contract with Crawford County Fire Dept Debt Service decreased from $153,710 to $44,163. Capital purchases decreased from $501,900 to $1,900. Bldg. Dept Operations decreased from $20,000 to $11,500. Total public hearing recommendations decreased the General Fund Revenues and Expenses from $1,631,142 to $1,097,220. TOWNSHIP IMPROVEMENT FUND Revenues: Unchanged Expenses: Transfers to General Fund (for roads) increased $19,578. LIQUOR LAW ENFORCEMENT FUND Unchanged from proposed budget. Recommendation from those present at the public hearing that the budgets be adopted as adjusted at this public hearing. Supervisor closed the public hearing at 8:20 p.m. SPECIAL MEETING Supervisor called the Special Meeting of the Grayling Township Board to order at 8:21 p.m. The purpose of the meeting is to consider adoption of the Grayling Township Fiscal Year 2007-08 General Fund, Liquor Fund and Township Improvement Fund Budgets. Also, to approve amendments to the 2006-07 Fiscal Year Budgets, if needed, and pay miscellaneous year-end bills. Other matters that may legally be brought before the board will be considered. 1. Other Matters: Old Business: A Mutual Fire Protection Agreement was passed by the City of Grayling at its Council Meeting June 26, 2007 and forwarded to us today. However, it is not in the format tentatively agreed upon at the joint work session held on June 21, 2007. The changes made are not agreeable to Grayling Township. Supervisor is authorized to write a letter negotiating for changes to administration, management and the formula for percentages of expenses to be paid by each party. (See attachment “A” & “B”). 2. Motion by Kraycs, second by Ashton, to approve payment of claims on vouchers 5499, 5523 through 5528, Work Comp Prem. For Liquor Enforcement $91.00 for a grand total of $679.00. Ayes; four, Nays; none, Absent; one. Motion carried. 3. 2006-07 General Fund Budget Amendment Resolution: Motion by Long, Second by Kraycs, that whereas a budget was adopted by the Grayling Township Board to govern the expenditure of the anticipated receipts within the township on June 28, 2006, for the next fiscal year of the township, and whereas as a result of unanticipated changes in revenues and expenditures, it is necessary to modify aforesaid budget, and whereas, such modification will still maintain a balanced budget between revenues and expenditures, now therefore be it resolved, that the aforesaid budget be hereby modified as follows: FUND/ACT INCREASE DECREASE 101-171-712 Supervisor/Fringes $3400 101-215-712 Clerk/Fringes 900 101-248-900 Printing & Publishing 950 101-521-801.011 Compactor Contrac. Serv 5000 101-253-712 Treasurer/Fringes $6800 101-262-801.022 Elections/QVF computer 1200 101-448-926 Street Lights 2250 ________ ________ + $ 10250 - $10250 VOTE: Ayes; four, Nays; none, Absent; one. Motion carried. 4. Motion by Kraycs, second by Long, to resolve to adopt the 2007-08 General Fund Budget with estimated revenues of $1,097,220.00 and estimated expenditures of $1,097,220.00 to be balanced at the Dept./Activity level. Roll call: Kraycs; aye, Long; aye, Ashton; aye, Wright; aye, O’Mara, absent. Motion carried. 5. Motion by Kraycs, second by Long, to resolve to adopt the 2007-08 Township Improvement Fund Budget with estimated revenues of $5600.00 and estimated expenses of $19,578.00. Roll call: Kraycs; aye, Long; aye, Ashton; aye, Wright; aye, O’Mara; absent. Motion carried. 6. Motion by Kracys, second by Long, to resolve to adopt the 2007-08 Liquor Law Enforcement Fund Budget with estimated revenues of $2160.00 and estimated expenses of $2160.00.
