REGULAR MEETING AND PUBLIC HEARING
MARCH 15, 2017

Members Present: Richard Harland, C.J. Selthoffer, Monica Ashton, Duane Brooks, JoAnn Michal
Members Absent: Dennis Long, Cindy Olson
Others Present: Kim VanNuck, Stephanie Loria, Erich Podjaske, Albert Ingalls, Bob Dixon.

1. Supervisor Harland called the meeting to order at 10:00 a.m.

2. Correspondence and Reports for February: Animal Control Report, Central Dispatch Report, GFD Activity Report, Township Building Department Report.

3. Motion by Michal, second by Selthoffer, to approve the minutes of February 15, 2017, as presented. Ayes, five; Nays, none; Absent, two. Motion carried.

4. Treasurer’s Report for February was reviewed and placed on file

5. Bob Dixon updated the Board on activities in the Building Dept.

6. Erich Podjaske, City of Grayling, gave Board Members examples of new “branding” logo that, it is hoped, will be adopted by various municipalities in Crawford County to promote the area.

7. Motion by Brooks, second by Selthoffer, to recess regular meeting and open Public Hearing regarding 2017-18 Townhip Budgets and Iron Belle Trail Grant Application. Ayes, five; Nays, none; Absent, two. Motion carried.

PUBLIC HEARING
2017-18 F.Y. BUDGET

Supervisor opened the 2017-18 Fiscal Year Grayling Charter Township Budget Public Hearing at 10:10 a.m.
The purpose of the hearing is to receive and review public comment regarding F.Y. proposed Budgets for the General Fund, Township Improvement Revolving Fund and the Liquor Law Enforcement Fund. Supervisor provided an overview of Department activities and proposed salary amendments. Proposed Budgets were available to the public Board reviewed proposed Budgets. (See Attachment “A”). There were no citizens who wished to comment on the budgets. Supervisor closed the Budget Hearing and opened the Public Hearing regarding donating funds for Iron-Belle Trail.

PUBLIC HEARING
IRON BELLE TRAIL-KIRTLAND COMMUNITY COLLEGE CONNECTOR

The purpose of this hearing is to receive and review public comment regarding the submission of a Michigan Natural Resources Trust Fund Application for a grant of $300,000.00 of which $20,000.00 would be the local match by Grayling Charter Township. Stephanie Loria, NEMCOG, explained this application is in conjunction with a grant application for $1,275,750 to MDOT by the C.C. Road Commission.
The proposed project is development of a paved 10 foot wide, approximately 4.75 long non-motorized trail connecting the City of Grayling’s Bike Route to the Kirtland Community College Health Sciences Center on Four Mile Road in Grayling Township. Supervisor noted that K.C.College has pledged $20,000.00 to the project.
There were no other citizen who wished to speak. Public Hearing closed at 10:45 a.m.

9. Motion by Brooks, second by Selthoffer , to close public hearings and re-convene regular meeting. Ayes,five; Nays, none; Absent, two. Motion carried.

10. Motion by Brooks, second by Selthoffer, that Grayling Charter Township adopts Resolution #3-15-17-1 in support of the submission of a Michigan Natural Resources Trust Fund Application for $300,000.00 by the Charter Township of Grayling, and also supports the submission of a MDOT Transportation Alternatives Program grant for $1,275,750 by the Crawford County Road Commission, and further resolves to make available a local match through financial commitment of $20,000.00 of a total $1,956,000.00 project cost, during the 2018-19 fiscal year. Brooks, Aye; Ashton, aye; Selthoffer, aye; Michal, aye; Harland, aye. Nays, none. Absent, two. Motion carried. (See Attachment “B”).

11. Motion by Michal, second by Selthoffer, to amend the schedule of fees for Planning Commission and Zoning Board of Appeals cases as follows: Any issue requiring determination by the Grayling Charter Township Planning Commission or the Grayling Township Zoning Board of Appeals at regularly scheduled monthly meetings will be $400.00 Any Special Meeting of the P.C. or Z.B.A. will be $600.00. Effective April 1, 2017. Ayes, five; Nays, none; Absent, two. Motion carried.

12. Motion by Brooks, second by Selthoffer, to approve our portion of the costs (Apprx. $6,700. Per year for three years) of implementing the G.I.S. upgrades through Crawford County. Ayes, five; Nays, none; Absent, two. Motion carried

13. Motion by Brooks, second by Michal, to adopt Special Assessment Resolution No. 1 (Sanitary Sewer System), tentatively declaring the Township’s intent to proceed with public improvements and scheduling a Public Hearing for April 26, 2017. (See Attachment “C”). Ayes, five; Nays, none; Absent, two. Motion carried.

14. Motion by Brooks, second by Michal, to adopt Special Assessment Resolution No. 1 (Water Supply System), tentatively declaring the Township’s intent to proceed with public improvements and scheduling a Public Hearing for April 26, 2017. (See Attachment “D”). Ayes, five; Nays, none; Absent, two. Motion carried.

15. Motion by Selthoffer, second by Michal, to change the regular meeting date for April Township Board Meeting to Wednesday, April 26, 2017, at 10:00 a.m. Ayes, five; Nays, none; Absent, two. Motion carried.

16. Motion by Brooks, second by Selthoffer, to adopt resolution declaring April 2017 Social Host Responsibility Month. Ayes, five; Nays, none; Absent, two. Motion carried.

17. Motion by Brooks, second by Selthoffer, to adopt resolution recommending approval of the application, by C.A.S.A. Soccer, for a Charitable Gaming License through the Michigan Lottery Commission. Ayes, five; Nays, none; Absent, two. Motion carried.

18. Motion by Michal, second by Selthoffer, to authorize payment of claims on vouchers 73, 99 through 132, liquor inspections of $80.00, for a grand total of $143,472.57. Ayes, five; Nays, none; Absent, two. Motion carried.

19. Motion to adjourn by Michal, second by Selthoffer, at 11:20 a.m. Ayes, five; Nays, none; Absent, two. Motion carried.
