GTB SPECIAL MEETING

JUNE 21 GTB SPECIAL MEETING
GRAYLING TOWNSHIP BOARD WORK SESSION AND SPECIAL MEETING June 21, 2007, 6:00 p.m.

Members Present: Shawn Kraycs, Ruth O’Mara, Dennis Long, Monica Ashton, Terry Wright.

Members Absent: None.

Others Present: Cindy Olson

Supervisor Wright called the Special Meeting to order at the Grayling Township Hall at 6:00 p.m.

The purpose of the meeting is discussion and negotiation regarding formulation of a new Mutual Fire Protection Agreement between the City of Grayling and Grayling Township. The current agreement expires 6-30-2007.

Discussion of the proposed draft submitted by the City Manager at the May work session and an additional proposal drafted by the Township Supervisor to be submitted to the City Council for consideration.

Motion by Long, second by Kraycs to recess meeting at 6:45 p.m. All ayes, motion carried

Meeting was re-convened by the Supervisor at Grayling City Hall at 7:00p.m.

All Grayling Township Board members present. Others present, Cindy Olson, The Grayling City Council, David Sabin, Michelle Moshier, David Thayer and various firemen.

Discussion opened: Mayor Akers and various council members dispute the Fire Dept. reports presented at the last work session regarding percentages of where actual Fire Dept time and resources are being allocated. He proposes a 60% City and 40% Township contribution to the budget to start discussion.

Wright reads % of call in the City is closer to 60%. Proposes 50%/50% split . Wright distributes draft proposal with a 50%/50% split and the Township assuming administration of the Fire Dept.

The proposed draft by City Manager names the City Manager as administrator of the Fire Dept. with percentages to be determined prior to the adoption of the annual budget.

Motion by Long, second by Kraycs, to recess for five minutes, carried. All ayes. Meeting re-convened at 8:05 p.m.

Long proposes Township Administration, a three year contract of 60%Twp- 40% City for FY 2007-08, 55% Twp-45% City for FY 2008-09 and 50% Twp-50% City for FY 2009-10 at which time a formula would be developed that is palatable to both parties.

City Manager Thayer states the time period is too short. Township has more dwellings. Proposes year one and two a 60%Twp- 40% City arrangement with a future formula for allocating expenses based on risk.

Board tentatively agrees to use City Managers draft with changes giving the Township administrative authority and adding the 60% Twp-40% City for two years with a formula to be created for the third year using risk factors as well actual history.

The City Council will vote at their next regular meeting. No action was taken by Grayling Township.

Other Matters: Motion by Kraycs, second by Long, to hire Brad Butcher & Assoc. to do bid specifications on repairs of the cracks in the walls and mold problem in the Fire Dept. truck bays. All ayes, motion carried.
