DECEMBER 21, 2016

Members Present: Dennis Long, Jeri Selthoffer, Cindy Olson, JoAnn Michal, Rick Harland, Duane Brooks, Monica Ashton.

Members Absent: None

Others Present: Mike Ingalls, Bob Dixon, Dan Sanderson, Marc Dedenbach, Larry Fox.

1. Supervisor Harland called the meeting to order at 10:00 a.m.

2. Correspondence and Reports for November 2016 (No action required): Animal Control Report, Central Dispatch Report, GFD Report.

3. Board Members welcomed newly elected Trustee, Claudia “Jeri” Selthoffer. All Township Officials elected on November 8, 2016 were sworn in on November16, 2016, for a term from November 20, 2016 to November 20, 2020.

4. Motion to approve minutes of November 16, 2016 was offered by Brooks and seconded by Michal. All ayes, motion carried.

5. Treasurer’s Report for November was reviewed and placed on file.

6. Building Inspector’s Report was reviewed and placed on file.

7. The new owner of the Grayling Sears Store was introduced by Long.

8. Motion by Long, support by Brooks, that this Board resolves to authorize the Beaver Creek/Grayling Township Utility Authority application for approval of a Public Use Deed from the Michigan Department of Natural Resources for a Waste Water Treatment Facility in the IDP. Roll Call: Long, aye; Brooks, aye; Olson, aye; Ashton, aye; Harland, aye; Michal, aye; Selthoffer, aye. Motion carried.

9. Motion by Brooks, second by Michal, that this Board recommends approval to allow a Municipal Water and Waste Water Treatment Facility in the IDP. Ayes, seven, Nays, none; Absent, none. Motion carried.

10. Motion by Brooks, second by Long, to authorizes the Beaver Creek/Grayling Township Utility Authority to enter into a contract for engineering of the Municipal Water and Waste Water Treatment Facility in the IDP. Ayes, seven; Nays, none; Absent, none. Motion carried.

11. Larry Fox, C2AE, gave estimates of costs, matching funds, grants and timeline of financing for the WWTP.

12. Motion by Long, second by Brooks, to appoint Marc Dedenbach to the Grayling Township Planning Commission. All ayes, motion carried.

13. Motion by Long, second by Michal, to appoint Marc Dedenbach as alternate member of the Grayling Township Board of Review. All ayes, motion carried.

14. Motion by long, second by Brooks, to appoint Marc Dedenbach as alternate member of the Grayling Township Zoning Board of Appeals. All ayes, motion carried.

15. Motion by Long, second by Michal, to appoint Marc Dedenbach as alternate member of the Beaver Creek/Grayling Township Utility Authority. All ayes, motion carried.

16. Motion by Brooks, second by Michal, to re-appoint Richard Lockwood, Jerry Gosnell and William Essmaker to a two year term on the Grayling Township Board of Review. All ayes, motion carried.

17. Motion by Olson, support by Ashton, to approve 2017 asset test for poverty exemption from property taxes. (Federal guidelines) All ayes, motion carried.

18. Motion by Long, second by Brooks, to approve payment of claims on vouchers 14275-14319 and liquor inspections of $80.00, for a grand total of $41,327.98. All ayes, motion carried.

19. Motion to adjourn by Michal, carried. All ayes. 11:45 a.m.)
