GRAYLING TOWNSHIP BOARD

REGULAR MEETING

MAY 9, 2007

Members Present: Dennis Long, Shawn Kraycs, Ruth O’Mara, Monica Ashton, Terry Wright.

Members Absent: None.

Others Present: Curt Jansen, Cindy Olsen, Gaila Gilliland, John Alef, Dr. John Sloan, Greg Schoo.

Supervisor Wright called the meeting to order at 7:00 p.m.

Invocation and Pledge of Allegiance.

Correspondence: (No action required) S.T.I.N.G. Qtly Newsletter-Jan-Mar, Building Permit List; April, Ordinance Enforcement List- April, Recycling Report-April.

1. Motion by O’Mara, second by Kraycs, to approve minutes of April 11, 2007 as presented. All ayes, motion carried.

2. Treasurer’s Report for March 20007 was distributed and placed on file.

3. Motion by Ashton, second by Kraycs, to adopt resolution proclaiming Friday, May 11, 2007 as Child Care Provider Appreciation Day in the Township of Grayling and urge all citizens to recognize child care providers for their important work. All ayes, motion carried. (See attachment “A”)

4. Dr. John Sloan, John Alef and Gaila Gilliland, representing the Crawford County Economic Development Partnership, encouraged the Board to continue its $10,000.00 annual contribution to the CCEDP and that a $5,000.00 increase would prove beneficial to the Partnership.

There was also discussion on the confidentiality agreements that members of the CCEDP have been required to sign in the past. Also, a promise of a Partners Report from the CCEDP on a regular basis.

5. Motion by Long, second by Kraycs, to renew the UNIFORM VIDEO SERVICE LOCAL FRANCHISE AGREEMENT with CC Michigan,LLC, dba CHARTER COMMUNICATIONS, for a period of ten years. The annual video service provider fee in Section

VI. Fees, A-ii to be reduced from 2% to 1%. This percentage may be reviewed on an annual basis. Ayes; Long, Kraycs, Ashton, O’Mara. Nays: Wright. Motion carried. (See attachment “B”).

6. Motion by Long, second by Kraycs, to forward a resolution to the Michigan Liquor Control Commission stating that the request from Curtis W. Jansen for a Class C Liquor License with Sunday sales and Dance permit to be located a 95 North Old US-27, Grayling, MI. 49738 (Property Code 20-040-41-006-02-060-01) be considered for approval “above all others” and the application be recommended for issuance. Ayes; five, Nays; none. Motion carried. (See attachment “C”)

7. Motion by Kraycs, second by Long, to authorize Supervisor to inspect parcel 40-41-014-01-140-00, located at 1173 W M-72 Hwy, Section 14, T26N, R3W, from the 2007 Foreclosure list provided by the County Treasurer. If it is determined the parcel could be of use to the township, the supervisor is authorized to purchase said foreclosed property at a price not to exceed $2,000.00. It is understood that this action indemnifies Crawford County and Joseph V. Wakeley against any and all future claims on the parcel. Ayes; five, Nays; none, Absent; none. Motion carried.

8. Petition from a majority of property owners within the South Horseshoe Trail Private Road Maintenance Special Assessment District expressing dissatisfaction with the road maintenance contracted to Brian White. They request the contract be voided as soon as possible.

Supervisor will convene a mediation hearing to attempt to solve the problem prior to any other action.

9. In the matter of Fred & Nancy Atchison v. GraylingTownship wherein in plaintiffs are requesting circuit court action to vacate a platted road-end off Eagle Point Road the consensus of this Board is to pursue under established policy. Current policy is to not give up jurisdiction over any roads, including unimproved portions of roads, that terminate at the water’s edge.

10. Motion by Ashton, second by Long, to respectfully and regretfully accept the resignation of Ruth M. O’Mara as Grayling Township Treasurer as of June 30, 2007. All ayes, motion carried. (See attachment “D”)

11. Motion by Long, second by Kraycs, to appoint current Deputy Treasurer, Cynthia Olson, as Grayling Township Treasurer to fill the remainder of the term vacated by the resignation of Ruth M. O’Mara. Term of appointment July 1, 2007 to November 20, 2008. All ayes, motion carried.

12. Discussion on incompatibilities of various offices.

13. Supervisor distributed the following: A. Letter to MI Dept. of State concerning Charter Township status. B. First draft of 2007-08 township general fund budget. C. Proposed 2007-08 township fire dept budget.

14. Board consensus that Supervisor apply to the MDNR to have 250 acres of Hanson Hills Recreation Area included in the Bio Diversity Conservation Program for DNR managed lands.

15. Motion by O’Mara, second by Kraycs, to approve payment of claims on vouchers 5331, 5361-5397, Board & Comm. fees $730.00, Fire Dept Const. Loan $11,040.71, School election expenses $897.32, and liquor inspection fees of $120.00 for a grand total of $116,020.13. All ayes, motion carried.

16. Motion to adjourn, carried. All ayes.
