REGULAR MEETING
MARCH 14, 2007
7:00 P.M.
Members Present: Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright
Members Absent: Shawn Kraycs
Others Present: Nathan Pickell, Jim Pickell, Steve Eddy, Dave Stephenson, Diane Stephenson, Ed Holtcamp.
The meeting was called to order by Supervisor Wright at 7:00 p.m.

January Recycling Report, Blight Enforcement Report, E-911 Activity Report. February COA Newsletter, Chamber News. Sheriff Dept 2006 Year End Report.
1. Motion by Long, second by O’Mara, to approve the minutes of February 14, 2007, with clarification of Item 5-C. Add: Support use of ORV’s on recreational forest land. Ayes; four, Nays; none, Absent; one. Motion carried.
2. Treasurer’s Report for February was distributed and placed on file.
3. Dave Stephenson, concerned citizen and representative of AJD Forest Products, expressed concern over the stance the Grayling Township Board took at its last meeting regarding clear cutting practices in this Township. Michigan Forest Product Counsel is questioning the reasoning. Concerned it is bad for the forest product industry, which is a major employer in this area.
Board response: We are not suing the DNR but are hoping to find ways to adjust the clear cutting practices so as not to so severely effect recreational and highly visible areas of the community. Concern is with current clear cutting practices not forest management. Have contacted the N. Lower Michigan Economic Regional Development Counsel for assistance, also, Representative Joel Sheltrown, Chair of the House Tourism, Outdoor Recreation and Natural Resources Committee as well as other interested parties.
4. Motion by Long, second by O’Mara, to adopt Rules and Procedures for Township of Grayling Board of Appeals for the Fire Prevention Code contingent upon legal counsel approval. Ayes; four, Nays; none, Absent; one. Motion carried. (See attachment “A”)
5. Motion by Long, second by O’Mara, to adopt Township of Grayling Board of Appeals for the Fire Prevention Code Application and Instructions contingent upon legal counsel approval. Ayes; four, Nays; none, Absent; one. Motion carried. (See attachment “B”)
6. Motion by O’Mara, second by Ashton, to adopt resolution approving initial appointments to the Grayling Township Board of Appeals for the Fire Prevention Code as follows: Richard Skendzel, AIA; James Edmondson, PE; William Sedlacek, Fire Chief;, Dale Stevens, RCO; Steven Eddy, Fire Inspector (Non voting ex-officio). Ayes; three, Nays; Long, Absent; one. Motion carried. (See attachment “C”).
7. Discussion on proposed Crawford County Ambulance Ordinance, which will be on the County Board of Commissioners March 21, 2007 agenda.
8. Motion by long, second by Ashton, to adopt Grayling Township Ordinance 2007-1 Township Property Rules and Regulations as prepared by the Grayling Township Planning Commission. The Ordinance will take effect thirty days after publication in the Crawford County Avalanche. Ayes; four, Nays; none, Absent; one. Motion carried. (See attachment “D”).
9. Letter of apology, from the Crawford County Road Comm. and revised invoice correcting errors in the final project amounts of .$38,504.41 due the Road Comm. for Margrethe Boulevarde and $1,113.78 due the Road Comm. for Ole Dam Road. Motion by long, second by O’Mara, to pay the unexpected invoice when Township Improvement Certificate of Deposit matures and funds become available. Ayes; four, Nays; none, Absent; one. Motion carried.
10. Motion by Long, second by Ashton, to contribute $200.00 to the 2007 AuSable River Parade Fund, which will increase to $300.00 if the City of Grayling will match the contribution. Ayes; four, nays; none, absent; one. Motion carried.
11. Consensus of Board to authorize an independent real estate appraisal on the Ole Fire Barn next to the Michigan State police Crime Lab.
12. Motion by Long, second by O’Mara, to approve payment of claims on vouchers 5170-5172, 5199 thru 5234, Bd. And Comm. fees of $695.00, Liquor inspections of $120.00 for a grand total of $37,328.10. Ayes; four, Nays; none, Absent; one. Motion carried.
13. Motion to adjourn by Long, carried at 8:40 p.m.
