JOINT MEETING GRAYLING & BEAVER CREEK TWPS SPECIAL JOINT MEETING WITH BEAVER CREEK TOWNSHIP SEPTEMBER 21, 2006 - 10:00 A.M. Members Present: Dennis Long, Shawn Kraycs, Monica Ashton, Terry Wright. Members Absent: Ruth O’Mara Beaver Creek Township Board Members Present, and others: Lee Riley, Sharon Hartman, Gary Summers, Vivian Balmes, Ed Holtcamp, Ron Wood. Supervisor Wright called the meeting to order at 10:05 a.m. The Grayling Township Board joined four members of the Beaver Creek Township at the Beaver Creek Township Hall for a joint meeting regarding the proposed “Articles of Incorporation” for the Beaver Creek-Grayling Townships Utilities Authority. Discussion regarding the authority and how it will work, the proposed bylaws, operation of the treatment plant, debt of authority, and appointment of authority board members. Also discussed were the boundaries of the authority and if state owned property would be included within those boundaries. Wright questioned if an elected board member from each board should be a member of the authority? Both boards agreed that on page 3, membership to the authority should not rule out an elected official of the county, just elected township board members on Beaver Creek and Grayling Township Boards. Motion by Long, second by Kraycs, that the Articles of Incorporation for the Beaver Creek-Grayling Township Joint Utility Authority be accepted as presented with one exception. On page 3, it should be rewritten to let Crawford County elected officials (other than those on the appointing boards) be an authority board member. Ayes: four, Nays: none, Absent: one.
