GRAYLING TOWNSHIP BOARD
REGULAR MEETING
JUNE 14, 2006
Members Present: Shawn Kraycs, Dennis Long, Ruth O’Mara, Monica Ashton, Terry Wright.
Members Absent: None.
Others Present: Neal Michal, Chris Jones.
pSupervisor Wright called the meeting to order at 7:00 p.m.
pInvocation and Pledge of Allegiance.
1. Motion by Long, second by Kraycs, to approve the minutes of May 10, 2006 as presented. All ayes, motion carried.
2. Treasurer’s Report for May was distributed and placed on file.
3. Correspondence and Reports: (No action required) Recycling Report for May 06, Building Dept. Report for May 06, Fire Dept. Report for May,Sheriff Dept. Marine Stats-2005, LMPOA Ripples for May 06,Bus. Retention Lunch with Jansen Warehousing- June 06, Business Retention Lunch J.C. Millikin-June 06.
4. Neal Michal addressed the board regarding funding of the 2006 River Festival Parade. Motion by Long, second by Kraycs, to contribute $200.00 to the 2006 River Festival Parade fund. This amount will be raised to $300.00 if all other local units of government (townships, city, county) agree to match the pledge. All ayes, motion carried.
5. Motion by Long, second by Kraycs, to table the proposal from the City of Grayling for resolution of old fire barn ownership. All ayes, motion carried.
6. Motion by Long second by Kraycs to approve resolution to collect Summer 2006 taxes for the Crawford AuSable School District, Kirtland Community College and C.O.O.R. Intermediate School District. All ayes, motion carried.
7. Motion by Long, second by Kraycs, to appoint Chris Jones to fill the vacancy on the Grayling Recreation Authority Board created by Doug Slater’s resignation due to other commitments. All ayes, motion carried.
8. Motion by Long, second by Kraycs, to approve Beaver Creek’s use of $21,435. 00 from Grayling Township’s 2005-06 road allocation fund through the Crawford County Road Commission. The allocation shift will be added to three years of Beaver Creek Township’s allocation to pave one mile of King Road between 4 and 5 Mile roads. Beaver Creek will reimburse this allocation with 2006-07 funds, if needed. All ayes, motion carried.
9. Motion by Kraycs, second by O’Mara, to approve renewal of Charter Communication Franchise Agreement with Grayling Township for one year (June 3, 2007). All ayes, motion carried.
10. Motion by Long, second by Kraycs, to deny waiver of the Grayling Township Planning Commission board member meeting fees and public notice fees for the Animal Shelter of Crawford County, Inc. Special Use permit Case #06-3SU heard on May 30, 2006. All ayes, motion carried.
11. Letter from J.C. Millikin of Jack Millikin, Inc. supporting development of a utility authority/district for Grayling and Beaver Creek Townships.
12. Motion by Long, second by Kraycs, to authorize Supervisor to sign contracts with the Crawford County Road Commission for Margrethe Blvd and Ole Dam Road paving projects. All ayes, motion carried.
13. Motion by Kraycs, second by Ashton, to authorize Supervisor and Clerk to sign Mutual Fire Protection Agreement between the City of Grayling and Grayling Township. All ayes, motion carried.
14. The Grayling Township 2006-07 Budget public hearing is scheduled for Wednesday, June 28, 2006 at 7:00 p.m. in the conference room of the Grayling Township Hall.
15. Motion by Kraycs, second by O’Mara, to approve payment of claims on vouchers 4379-4385, 4412-4447, Board & Comm. Fees $1,035.00, and Liquor Inspection fees of $120.00 for a grand total of $40,789.43. All ayes, motion carried.
16. Motion to adjourn by Kraycs, carried. All ayes
